Sylville Smith, a 23-year-old black man armed with a gun, was shot on Aug. 13, 2016, in Milwaukee, Wis. Milwaukee police shot Smith after he fled a traffic stop on foot. An official said he refused police commands to drop a handgun. Body-camera video released in the trial of a police officer involved in the shooting showed Smith throwing his handgun over a fence while being chased by the officer.
