Christopher Brown

Seventeen-year-old Christopher Brown, was with a group of friends who were throwing rocks and ringing doorbells at random houses in their neighborhood. Someone threw at rock that damaged the front door of the house of an off-duty Baltimore county police officer, James D. Laboard. The officer chased the teens through yards and behind houses and eventually cornered Brown several blocks away. Officer Laboard placed Brown in a chokehold, asphyxiating him. The officer was indicted for both voluntary and involuntary manslaughter; in April 2014 "Christopher's Law" requiring police officers to be trained in CPR, cultural sensitivity, the proper use of force, and interacting with the physically and mentally disabled passed the MD General Assembly but was vetoed by the governor.
